Obtaining a permanent Driving License (DL) in India is a mandatory two-stage process regulated by the Regional Transport Office (RTO) or Regional Transport Authority (RTA). 1. Stage 1: Obtaining the Learner's License (LL)

Process
1. Online Application: Visit the official Parivahan Sewa portal (Sarathi) and select your State/UT.

2. Fill Form: Select "Apply for Learner's Licence (LL)" and fill out the application form (Form 2).

3. Upload Documents: Upload the required Age Proof, Address Proof, and Form 1 (Self-declaration of physical fitness).

4. Pay Fee: Pay the prescribed application and test fee online.

5. Book Slot: Schedule a slot for the LL test (usually an online test).

6. LL Test: Appear for the Learner's Licence Test at the RTO, which is a computer-based exam assessing your knowledge of traffic rules and signs.

7. Issuance: Upon passing, the Learner's License is usually issued immediately or within a few days. It is valid for 6 months.

2. Stage 2: Applying for a Permanent Driving License (DL)
You can apply for the permanent DL after at least 30 days of holding a valid LL and within 6 months of its issuance.

Process
1. Online Application: Re-visit the Parivahan Sewa portal.

2. Fill Form: Select "Apply for Driving Licence (DL)" and fill out the application form (Form 4).

3. Upload Documents: Upload the required documents, including your valid LL.

4. Pay Fee: Pay the prescribed DL issuance and driving test fee online.

5. Book Slot: Schedule a slot for the Driving Skill Test at your local RTO driving track.

6. Driving Test: Appear for the test on the scheduled date with your vehicle. The RTO inspecting officer will assess your driving skills (e.g., stopping, turning, reversing, and performance on the designated track, often an '8' for two-wheelers and 'H' or parallel parking for four-wheelers).

7. Biometrics & Issuance: Upon successfully clearing the test, your biometric details (fingerprints and photograph) are recorded. The permanent Driving License is then processed and sent to your registered address via speed post, typically within 7 to 14 days after approval.
